Europe experienced widespread relief on Monday, as the tension caused by the introduction of a new comprehensive peace framework for resolving the conflict appeared – briefly – to have been contained. A Washington representative spoke of "substantial progress" after bilateral negotiations in Geneva. On Monday night, Russian leadership made its response: an extensive attack of aerial bombardment on Kyiv.
The Rhythm of Diplomacy and Destruction
The sequence of contrasting events captured the bleak nature of the outgoing year. By day, political struggles are conducted: hopeful statements are delivered from various governments. Significant resources is allocated on restraining specific proposals. By night, the Kremlin brutally reminds the world that, for them, conflict continues to be the key method for achieving "settlement".
Nighttime Reality
As Russia's attack progressed into the early hours of Tuesday, the present situation of Ukraine's vulnerability was exposed. Ukraine is capable of detecting rocket firings from Russian territory, a capability provided through timely intelligence. From observation points, military aircraft that had been deployed to counter approaching cruise missiles streaked across the sky – modern combat jets provided to Ukraine by NATO members.
Shortly after, Kyiv's missile defense activated: defensive missiles fired to intercept a Russian ballistic missile. This was a sophisticated defense system at work, presumably supplied through Western nations. Every deployment creates sudden vibrations, causing tremors. The moment of terror quickly becomes resigned acknowledgment: perhaps the incoming missile won't hit its mark this time, preventing destruction from devastation and another blackout.
Continuous Dangers
Soon after, a large-caliber weapon fired at a aerial vehicle in the vicinity, part of a mobile-fire group – most likely Western-made equipment. Regrettably, the shots failed to hit the opposing UAV – it pressed on overhead toward its target.
Intermittently, this continued until dawn. Kyiv greeted the daybreak reports: multiple fatalities, destruction and heating outages in multiple buildings as a result of the nocturnal offensive. As always, everyone still maintained normal activities – living the war. But those 24 hours encapsulated Ukraine's vital need on Western support – a need that neighboring countries are evidently unprepared to replace in the near term.
Failed Diplomacy
The comprehensive proposal from US administration provoked deep reactions, discussion and deep concern – and briefly redirected concern from Ukraine's largest corruption scandal in years. Yet, we have experienced comparable situations, after previous diplomatic encounters and multilateral gatherings.
Every new initiative from Washington follows the same pattern: a political offensive against Ukraine, which Kyiv, with partner nations, effectively counters. They stabilise the situation but never actually secure success. This trend will, undoubtedly, endure.
Strategic Calculations
It is tempting to accuse specific actors of consistently pushing Russian terms. But that does not seem to be the whole story. Washington works based on a assumption familiar among international relations experts: you cannot win at the negotiating table what you have failed to defend militarily. The US administration believes that it is unfeasible to compel Moscow to abandon the land that it currently occupies in Ukraine's south or east.
The challenge is that while recognising this factual reality, US leadership does little to prevent Kremlin actions, through diplomacy or military means, from believing that the status quo will not shift further in its benefit in the near future.
Divergent Views
Therefore, the Kremlin is confident that time is on his side – that Ukraine and its allies are coming close to fatigue. Their incentive to accept conditions that does not give them the greatest potential benefit is almost completely absent. There may be numerous efforts to stop fighting, but they will carry on as long as Russia's leader remains highly assured in the conclusion.
On the contrary, Ukraine's government believes that Ukraine can still persist, gradually sacrificing civilians and areas but avoiding a total frontline collapse until conditions improve in its favour.
Current Realities
Objectively, there are no genuine requirements for a ceasefire. Now, subjective factors are coming into play: leadership ambitions to broker a ceasefire and achieve global acclaim, and Ukrainian leadership's double obstacles – on one hand, not to distance important partners, and on the other, to mobilize citizens around the country's interests against any plan Kyiv finds unsuitable, so that their attention does not move to domestic problems. And although their mission will now be significantly challenging after recent developments, it remains quite doubtful that this will alter their fundamental strategy.
These two forces are influencing discussions.
Summary and Prospects
It took a only one week to terminate the proposed articles of the latest plan. Forceful and unpredictable management of the matter by US administration, resistance by Ukraine and the remaining European nations, along with calming attempts of diplomats, and finally, recent disclosures, all did their job.
While new proposals based on previous concepts are imminent, Kyiv, London and other Western governments should reach an essential realization: Ukraine and Europe will only be able to counter diplomatic offensives from Washington that are founded on Moscow's terms and demonstrate certain reluctance to change the course of events, if they maintain solidarity and enhance their military capacity at a significantly accelerated rate. If they do, neither political nor armed coercion will be able to defeat them. In the meantime, Ukraine's capacity to repel nightly air assaults will, for the coming months, primarily depend on ongoing international assistance.
